A Yomiuri Shimbun survey shows that in 2024, private universities nationwide had 10 institutions where foreign students accounted for more than 30% of capacity and 68 with more than 10%. Osaka Tourism University led at 69.6%, followed by Shiseikan University (Yamaguchi) 51.1% and Ritsumeikan Asia Pacific University (Oita) 47.2%. By campus size, 58 small (<4,000), 9 medium (4,000–7,999), and 1 large (8,000+) universities host notable shares of international students, indicating growth at smaller private universities. The survey also notes that more than half of private universities did not meet enrollment capacity in the 2025 academic year.
