At the Senate Foreign Affairs and Defense Committee on April 23, Social Democratic Party leader Fukushima Mizuho pressed concerns about planned hikes in fees for changing or renewing residence status and the capital requirements for business/manager visas. The proposed changes would raise the fee for changing/renewing residence to 100,000 yen (from 10,000) and the permanent residency fee to 300,000 yen. She asked how low-income households could afford such costs. An Immigration Bureau official said fees reflect actual costs and will be set after the revision of the immigration law and public comments. The capital requirement for business/manager visas would rise from 5,000,000 to 30,000,000 yen, which she warned could force many small shops to close; officials noted a three-year grace period, after which approvals would consider business conditions. Fukushima also called for on-site investigations to address issues like paper companies and criticized the lack of hearings with affected parties.
