It is still unclear whether closures have begun directly due to the change, but many business owners worry about visa renewals and some Japanese citizens have started petitions to help them. With 2023–24 investigations turning up that about 300 applications were suspicious and nearly 90% involved no real business activity, the focus should be on rooting out fraud rather than indiscriminate restriction, the expert says.
