This article reframes ranking by the share of foreign residents across Japan’s 1,892 municipalities, dividing them into three groups by population size. In the under-10,000 category, Kawakami Village in Nagano leads with 37.04% foreigners; about 1,345 foreign residents live there, of whom 917 hold Specified Skilled Worker 1 status, making up 91% of foreign residents by visa type. The nationality mix is shifting: Indonesians account for about 64.5% of foreigners (868 people) in 2025, while shares of Vietnamese and Chinese residents have fallen, illustrating a shift in labor-supply composition.
