Osaka's immigration officials accompanied reporters to observe on-site checks for the Business Manager visa as the criteria tighten: capital must rise from 5 million to 30 million yen, at least one full-time employee is required, and three years' management experience or a related master's degree will be needed. Two Osaka Bureau officers visited an apartment in Osaka used as the address of a company linked to a Chinese applicant; the sign was blank, the door was locked, and no one answered, while a call to the listed mobile number went to someone who did not know the company. The bureau will base its visa decisions on such findings and noted other Chinese firms in the building. Last year, visa approvals for this category reached a record 35,126, and inspections have intensified.
