On Nov. 13, the Tokyo Metropolitan Police arrested Vegemil, a vegetable-processing company in Fukaya, Saitama, its president Makoto Ishii, 48, and another executive on suspicion of violating immigration law for employing three Indian men who were in Japan on a 'Technical/Humanities/International Services' visa without proper work qualifications; the firm was also indicted on the same charges. The three Indians and an accomplice allegedly obtained their visas through false applications. Ishii denied knowledge, saying HR handled everything, while the HR manager admitted that foreign workers were needed at minimum wage.
