To address labor shortages amid population decline, Kagawa Prefecture released a 12-page case collection to help firms recruit foreigners, featuring five local companies in construction, services, and manufacturing. It highlights a Sakaide meat-processing company that provides Japanese-language support and accompanies foreign employees to medical or administrative visits, and a construction firm in Zentsuji that offers in-house Japanese classes and emphasizes community integration through proper waste sorting and greeting residents. The prefecture reports 14,428 foreign workers in the prefecture as of October last year, with 2,165 workplaces employing them. From fiscal 2024, the prefecture has stationed coordinators at the Takamatsu-based Job and Immigration Support Center to answer corporate inquiries about recruitment. The Labour Policy Division says attracting foreign workers requires becoming a white company—one foreigners want to work for—and the case collection is downloadable from the prefecture website; contact is provided.
