A survey by Teikoku Databank Toyama branch of 310 firms (105 valid responses) found that 37.2% hire foreign workers, down 2.2 points from February 2024 but still well above the national average of 24.7%. The main challenges cited were communication (62.9%) and education/skills (56.2%). About 17.2% of firms are positive about hiring more foreigners: 6.7% currently employ and plan to expand, and 10.5% are not employing yet but plan to hire. Toyama’s foreign residents rose to 23,785 in 2024. Nationally, 2,302,587 foreign workers and 342,087 workplaces existed as of October 2024. The report calls for government-led measures to build smooth labor-management relations to support foreign worker intake.
