Osaka prefectural police say a Miyagi-based administrative scrivener in his 50s was arrested on forged-document charges. He is suspected of helping several Vietnamese men obtain residence status by listing a different manufacturing company as their employer on applications submitted to the Osaka Regional Immigration Bureau in 2024. The fraudulent filings allowed them to obtain the 'Technology/Humanities/International Services' visa, though the actual workplaces had few foreign workers. Investigators are examining the alleged arrangements and any payments related to the scheme.
